Walter is a founding partner in Neighbors & Brown Attorneys at Law.  Walter went into private practice in 1995 shortly after serving as a law clerk for Hon. DeLawrence Beard and Hon. S. Michael Pincus.  Walter is a lifelong resident of Montgomery County, Maryland where he attended Winston Churchill High School.  He is married and has two young children, ages 10 and 7.

Walter became a founding partner in Neighbors & Brown law firm in 1995.  Prior to going into private practice, Walter clerked for the Hon. DeLawrence Beard, Chief Judge for the Sixth Judicial Circuit Court in Montgomery County as well as the Hon S. Michael Pincus, Associate Judge on the Sixth Circuit Court for Montgomery County. 

He has been in private practice for more than two decades and is admitted to practice law in the Court of Appeals of Maryland, District of Columbia Court of Appeals, Supreme Court of the United States, United States Court of Appeals for the Fourth Circuit, United States District Court for the District of Maryland and the United States District Court for the District of Columbia.  Walter is a member of numerous organizations to include the Maryland State and Montgomery County Bar Associations.

Walter obtained a Bachelor of Science Degree from Hampton University in 1991, and attended the University of Baltimore School of Law, where he received his Juris Doctor Degree and received two American Jurisprudence  awards to include Trial Advocacy and Civil Liberties.
